Settled in 2095 by the survivors of Vault 99, Vandal was named after a damaged highway sign found nearby. All the buildings were destroyed, but one of the airstrips at the airport survived relatively unscathed. The people here took over this area, settling in the shelter of old trucks, tents, and newly built shacks. At first, Vandal engaged in trade with Osborn, but the people of Vandal had little to trade. Dexter Norris, the de facto leader, decided the best way to survive here would be to raid the other settlements, simply taking whatever or whoever they wanted. The surrounding settlements took to calling the raiding parties after their town. The Vandals have completely destroyed several fledgling settlements.
The Vandals are strong in numbers, almost 3000. They are currently ruled by a woman called Vanessa the Demon who took power a year ago by assassinating Tommy Bonecracker. Under her rule, the Vandals seem to be organized better. Raiding parties to nearby communities have increased, and they’ve even sent long range parties to hit whatever settlements can be found along the interstate highways to the north and west.
Most of the Vandals still live in the old trucks and shacks, or tents. A large series of slave-cages has been built near The Run and The Pit. Vanessa has decided to continue the excavation project started by Tommy Bonecracker. A series of maintenance tunnels, storerooms, and utility shafts was discovered several years ago, and the Vandals use slave labor to clear them of the rubble, robots, and vicious animals.
Slaves not fit for work or pleasure, troublemakers, and the plain unlucky get sent to The Run or The Pit. The Run is a mile long stretch of runway, in which a slave starts at one end, with a timed explosive strapped to them, and runs to the far end to get the keycard to disarm the explosive. If they survive, they get sent back to the cages. Depending on the whims of Pigrat, the gamemaster, any number of hindrances may be in play, such as landmines, beartraps, tripwires, grenades thrown from the crowds, or vicious animals chasing them. The Pit is a deathmatch arena inside a large bomb crater. The bottom is littered with melee weapons and junk. Any number of slaves may be put into The Pit, and the last one alive goes back to the cages. If a slave survives both The Run and The Pit, they usually win freedom, and are expelled into the wastes with no supplies.
Vandal culture revolves around taking what you want, getting wasted, and destruction. Most Vandals have no fear of death, and think no farther than a day or two into the future. Most Vandals wear some form of makeshift armor, carry melee weapons, and are usually drunk or wasted. More important and feared Vandals tend to be better equipped and less drunken.
Outsiders can buy safety in Vandal, where they will remain relatively unmolested. Outsiders can also purchase slaves.
